is there any additional service cost/fee apart from the airtime cost.

Say if i don't use the phone for the whole month will there still be some other cost/fee that will be charged.
That fee is charged on the anniversary of when you first started to use your phone. Say that was on 26Dec07 then you'd be charged 99¢ every 26th of the month. My understanding is that if you go a complete month, e.g. from 26th to 26th, with no calls in or out then the fee isn't charged, hwever, I've never personally had such an idle month so I don't know that as a fact.

There had been a few months that all I've been charged is the 99¢. So even when there had been no incoming and no outgoing calls, there is still the 99¢ 911 fee. I don't know if there is a 99¢ charge if you turn the cell off for a complete billing cycle. But I suspect the fee is charged to every active account regardless of its (in)activity.

Well yes, but the same thing applies to airtime, i.e. 20¢+tax per minute for local calls and 30¢+tax per minute for LD, yet we don't generally mention the tax part.
So even when there had been no incoming and no outgoing calls, there is still the 99¢ 911 fee.

The tax is already included in the 20¢ per min and the 99¢ monthly 911 charges.

Yes, the airtime is charged by the minute, which gets annoying when most of your calls are 1 minute and 4 seconds or thereabouts.. ends up being a bit expensive but I guess Speakout have to make their money somewhere!
I used to be with Fido many years ago (and have been spoiled with the far superior mobile phone providers in Europe for the past 6 years) however, I have done some research and figured out the following:
Even if I spend $25/month on Speakout, it's still cheaper than $25/month on a pay monthly plan from any of the competitors - those won't give you free voicemail or call display AND they charge you extorionate System Access Fees of up to $9/month on top of the 99 cent 911-fee that we pay on Speakout.
All told, even a basic "$25/month" plan from Rogers/Fido, etc. ends up costing over $35/mo!
Of course, if Speakout changed to per-second billing, I would have no more thoughts whatsoever of changing providers! 🙂

While there is little doubt that the frequency auction will lead to more competition, it's not going to happen THAT fast!
SpeakOut is probably doing this deal because it's trying to get more users and because it thinks that a lot of people buy cellphones in the spring/summer.
Either way, bring it on! Daddy needs a new cellphone!
