For the past month (at least) my poor mother has been COMPLETELY bombarded with calls from this number:
800-763-8303

She tries to answer, but they never speak. Finally she answered it today, before they had a chance to hang up and the pre-recorded message asked for me BY NAME (John) and that I needed to call back for financial reasons. I Googled it and it's a complete scam. It first appears as a US collection agency, but it's a front for other stuff (like asking for money in exchange for acting jobs, etc.)...really nutty stuff. Is there any way to report this phone number?

Considering that I have never given this # out and practically NO ONE knows this # except for my brother & I, could it be possible that the company handling SpeakOut is selling #s to mailing lists? Or am I the only SpeakOut customer that this has happened to?

We've had 2 SO phones for at least 2 years yet we've never received such calls, so if SO (actually ztar) is leaking phone numbers they're rather incompetent about it 😉

A more likely explanation is that your number ended up at the scammers by accident, e.g. someone mistyped the number they really wanted.

I get calls from CIBC, PC choice, Collection agency for the person who used to be presumed previous owner. I bought this SP phone several months ago and I still receive it. Since last month only this collection agency is calling. Now I use foul language so calls have reduced dramatically. Nothing for last 3 weeks. keeping fingers crossed.

Not a single call to my Petro Canada mobile.

That's not the fault of SO. This sort of thing happens with every carrier, cell or landline, when they reuse a phone number. If the problem is annoying enough then all you can do is call the carrier to request a new number.

BTW I recall when area code overlays were introduced and people were complaining that they got a 647 AC rather than 416 (etc.) One benefit of getting a 647 number is that it's likely that you are the first user.

You are correct. But I never said that was speak-out fault. I just pointed out I bought two phones and SP one has story.
It may be cause there are more Speakout Phones than Petro.
Petro is 647 and SP is 416 number
This is just my experience.

Thanks for the replies, guys. I think I figured out what happened. Mom is now certain that they used my name during the call and insisted "John" call back, so I figured out that since I paid with Visa that's the only way my name would have been associated with the # on some scammer's database.

From now on I'm using ca$h. I didn't think I needed to since my family doesn't use phones for nefarious purposes, but now I know better.

I just had this same number call my SpeakOut phone. First time they ever called. Never left a message though. I know that my number isn't recycled though. I've had the same number for almost 20 years.

It could be a misdial. If they're a collection agency they must dial zillions of numbers. It's not unreasonable that they make the odd mistake. They certainly do with the people they hound. Hopefully it was a typo and you won't hear back from them. (My dad used to get calls from a collection agency for months, no matter that he told them he didn't know the person they were looking for and knew nothing about the debt they were trying to collect.)

Seems to be common with SP phone. Looks like there is problem with SP list and leak.

Bylo, you are absolutely right. Telemarketers use computers these days to do the dialing, so they can dial thousands of numbers at any given time. I'm not looking for them to call again, but who knows. I haven't received that many telemarketer calls on my cell phone. More at home, but I have found it has decreased since I signed on with the Do Not Call list.

I've had problems with Collection agencies with 2 of my SO numbers that were owned by debtors in the past.

These people are really nasty and hard to deal with and don't believe you when you call back to explain that you are not the debtor. They have the nerve to demand your name and address before removing the calls and who would risk giving them that? And with their auto-diallers, it costs them no effort at all to ring you continually!

They are very coy about releasing their company names, so it is hard to refer them to the authorities - in Ontario there is a statute that regulates collection activities. But I suspect that in practice it would be very difficult and time-consuming to get any help from the government. I think the bottom line is that it is not worth the hassle to get them off your back. I have retired one number but left a few dollars on it and I'll try again in a few months to see if the calls have petered out.

In My case, Since Dec 2nd 2008 till last month the calls never stopped. Everyday morning from 7.30 till evening. So ultimate solutions was swearing and it worked. Telling puckoff saying achieved my goal. No calls in August yet.

Call SO CS, explain the problem, and ask them to give you a new phone number. They should be able to do that and transfer airtime all for free.

(If you "idle" a phone number it will cost you the monthly 99c 911 fee.)
