They did in November 2007. A 25% bonus on refill voucher in certain time frame. I remember this because I got the free phone deal with $100 voucher. I did not use a lot of minutes so the initial $5 lasted me two months, and reloaded at 25% bonus. So I paid 100 + taxes = 114, and got $125 in airtime and the rate 20 cents a minute

That's not quite a "promotion". Speak Out adds money to the $75 and $100 vouchers, just to make the $0.20/minute "effective" rate. That has been discussed many times on this site.
The original poster was asking if Speak Out runs any special promotions, especially where they might give you extra minutes, but they do not, other than what I mentioned above.

I am talking about old scheme was 20 cents per minute on any voucher amount ($25, $50, $75, $100). The current effective rate is 25 cents for $25, $50, while $75 and $100 get a rate of 20 cents by bonus of 25% on the voucher. Before then it was 20 cents. So they did a promotion of 25% bonus, resulting in 16 cents per minute.
In the FAQ section:
"3. What are the per-minute calling rates?
Starting July 1, 2008, local incoming and outgoing calls are 25 cents per minute (previously 20 cents per minute). Long distance calls within Canada and the US are 45 cents per minute (previously 30 cents per minute). Calls are charged by the minute, rounded up. For example, if you make a 1 minute and 1 second call, you are charged for 2 minutes."
