I understand that the new $0.30/min rate is for Canada-wide calls. Can anyone confirm that this is effectively the new Canada roaming rate? ie, if I bring it out of province, I'll still be charged $0.30/min for any Canadian calls, without any additional roaming charges.

Yes, $0.30/minute is the rate, regardless of where the call is made or received.
