I want to replace my current Bell Mobility service with a pay as you go plan. I use a cell phone about 10 times a month for a total air time of 20 minutes altogether. I would like to keep my exisiting number if possible so I can receive calls. I really only want a cell phone for emergency purposes.
Suggestions?

No problem. Get a phone/SIM and airtime from SO or PCM. The call SO/PCM CS and tell them that you want to port your number from Bell. Give them the phone number you want to port. They'll also ask for other information to confirm that you're the real owner of the account, e.g. BM account number, serial number of phone, etc. You'll get a text message from SO/PCM in as little as a few hours or up to a couple of days when your number has been ported.
Caveats:
1. Make sure than any contract with BM has expired. Otherwise they'll hit you with an obscene early-termination fee.
2. Expect BM to bill you for an extra month of service after you've ported out. (You may get lucky and they don't charge you, but expect that they will.) If you have a lot of options on your account, call BM before you buy the new SO/PCM phone and request that they cancel as many of these options as possible. That will minimize the amount you have to pay for that last month of (non)service.

If you have long distance...
...go to yak.com and sign up for YakCell LD. It's an extra step to use their LD service but the cost will be only 3.5¢/min on top of regular SO/PCM local airtime.

Virtually no long distance.
Thanks for your swift response. Bell Mobility is killing me @ $49/mth for maybe, maybe 10 calls. It sounds like Speak out is the way to go and yes I will wait until my current contract expires next month. Will I be able to use my existing phone?

Will I be able to use my existing phone?
No. You'll need an unlocked GSM phone and SO or PCM SIM. People have them on sale here for a reasonable price.
Once you're rid of BM you may be able to sell your old phone on eBay et al to someone whose BM phone has broken or lost and who doesn't want to pay BM's extortionate prices for a replacement.

how would I download pictures from the phone? Do they come with a USB cable?
I don't know if that phone, a Nokia 2760, comes with a USB cable. According to SO's website it does have Bluetooth. You could use that to transfer pictures to a PC that has Bluetooth capability. If yours doesn't you can buy a Bluetooth dongle inexpensively, e.g. this one.
P.S. After a quick search on Google it seems the 2760 does not support a USB cable for data transfer. You'd have to use Bluetooth.
