OK...so, just to follow up:
I ordered my $100 + $25 bonus + free SIM card promo package on April 28. It arrived yesterday, May 7. The envelope contained the SIM card, plus a printed receipt for my order. The receipt also had a voucher code for "$100 + $25 bonus" that had been marked in yellow highlighter (I suppose to draw my attention to it). In big bold print underneath it, the receipt had some text saying "Be sure to activate your voucher code by April 30, 2013, in order to get your bonus $25 topup!" And sure enough, when I activated the voucher with the code last night, it only showed $100 on it.
So I called SpeakOut today and pointed out that I'd spoken to a SO CSR before I purchased the voucher on April 28 and was told that if the voucher arrived after April 30 and only activated $100, then I should call to get the $25 bonus taken care of. She said "ok" and asked me a few questions (name, order number on the receipt, etc)...then said "okay, the $25 bonus will be active shortly, you'll receive a text message." Sure enough, about a half hour later, the $25 bonus appeared in my account. So no muss, no fuss.
