The maintenance might just be coincidental though, as they've often done that during the last couple of months.

Updates:
October 13's unannounced outages were very unusual, and it displayed the normal maintenance message (which is on a Nokia brand image..) during the scheduled outage.
After that it went back to the scenario where the menus and links no longer included the phones, and were not navigable.
As at October 14 11:07 PST the site was inoperable again, but by 17:11 PST it was operational with just the SIM card available again (no phones since October 12)..
As at October 15 7:11 P.M. EST "The SpeakOut website will undergo some maintenance between Wednesday, October 17th 7:30pm to Thursday, October 18th 4:30am PST " was displaying..
As at October 16 7:11 P.M. PST it was still displaying that message, and so far as I'm aware a mid-week maintenance is very unusual..
As at October 17 7:11 P.M. MST the Alcatel 356 was being displayed at speakout7eleven.ca:
