I want a free or low-cost incoming call plan, such as 10$/month for 100 minutes incoming calls, for outgoing calls, it's still 25c/call. Is there this plan?

SpeakOut does not offer free incoming calls, even between SpeakOut customers.
Did you check out the official site? There's lot of good reading (such as value plans) there on what's available.

You want Wind Mobile Prepaid.
Base commitment $6.66/month. No voice mail, but combined with freephoneline.ca, you can have voicemail on that number forwarded to your cell phone and although if people call your cell there will be no VM, they can call your FPL number and leave a message there.

Combined with and outgoing call back service, you can make outgoing calls for 5c/min.
