What is the rate of receiving an incoming call within lical areas from outside areas? or the rate of receiving an incoming call at outside areas from local areas? or the rate of receiving an incoming call at an outside area from the other outside area within Canada or outside canada?

Incoming calls are billed at 25 cents per minute.

All incoming calls are $0.25/minutes, regardless of where you are within Canada. You cannot use your SpeakOut phone outside Canada as Speakout does not provide roaming services.

I was only under the impression that you pay local rate if you reside in your phone number local area for incomming calls.

If you are outside (you have a 604 vancouver number, but you are in calgary) you have long distance charge for incoming calls.

You will only pay long distance if it is an outgoing call. Since the call is incoming, and was not initiated by the SpeakOut phone, it is a rated the local rate.
