If I understand correctly, calls I make to my home calling area are billed at the local rate, no matter where in Canada I am, but what about incoming calls?

For instance, my home calling area is Toronto, and visit I Vancouver. Somebody from Toronto calls my 416 phone number while I am there. Is this billed at the long distance rate or local rate?

The faq #4 mentions outgoing calls in the example, but is not completely clear about incoming calls. Does the term "all calls" include incoming calls?

All incoming calls, regardless of location, are billed at the local rate ($0.25/minute) because the phone call was not initiated by your SpeakOut phone.
