The apps will work fine over WiFi, the only thing that works when Wifi is turned off,
(i. e) when you are using the Speakout Unlimited Browsing Feature) is the "Browser" function. In order to get the apps to work with Speakout Unlimited Browsing, I had to "root" the phone, and then install an app called "proxy droid".
You have to enter proxy settings which are found elsewhere on the forum and then "turn on" the Proxy when you turn off the WiFi. Kind of a pain.
You can install a Mod for ICS 4.0 once you are rooted which apparently works on this phone. I haven't tried it yet but will try it soon and see what happens. Then presumably in theory everything will work properly as long as you have the settings correct as the "Proxy" is built right in to the Op system.
I'm also hoping that it will fix the problem of the Phone memory getting full if you download some new apps. The Gingerbread stock version that comes with the phone has issues with being able to move certain apps into the 1 Gig of storage memory on the Phone or onto the optional memory card to save space.
You download or upgrade an app and you get this message that says something like "phone memory is full" "Use app manager to move apps to free up space." The problem is once you try to that , only certain apps can be moved as they have to be programmed as such. So for instance if you try to upgrade your facebook app, you can, you get the error message and then you are not able to move it. The only thing you can do after that is uninstall the update and go back to the "lite" version that came pre-installed on the phone. A Real pain this is.!

It makes sense to me that SpeakOut's Unlimited Browsing, is for just that, browsing. If you need a full fledged data plan, then go with a major carrier, then it will be less of a "real pain".

I think Roger's version used to be $70 in january. I bought one, but I couldn't hear sh*t, speakers on it are abysmal. I think they were trying to price differentiate by selling L3 as a low end, L5 mid range, L7 high end, but LG have gone too far with cutting the quality of L3. There are so many other good phones for the same price.
