I don't think Ztar plays a hand in changing the rates. Ztar offers the service and charges speakout wireless.
"With Ztar mobile, our Clients have complete ownership of their program -- from setting prices, to controlling revenue targets, profit margins as well as marketing and promotion of the product. Our Clients receive totally customized and flexible solution geared toward their needs -- whether prepaid or postpaid. " http://www.ztarmobile.com/products.cfm

Ok...I think I got the story straight. I visited a store and called customer service to confirm.
The new Local Air rate effective July 1st. 2008 is $.25/min. The LD rate is $.20 + air.
However, If you purchase either the $75 or $100 denomination the "effective rate" is still $.20. So, in other words when you buy $75 your account is credited with $93.75. and your calls are billed at $.25/min. Still a pretty good deal!
The Text Message rate is remains the same as well as the expiry.
Also they appear to have a new website:
To answer the first question... If you bought a voucher a few days ago was it at the old rate?
No. You bought an airtime denomination not a specific rate. All Prepaid programs work this way so why would Speakout be any different. And according to the terms and conditions rates are subject to change with or without notice.

I guess ppaid did confirm that the new 25 cents/minute rate is for Canada SO, not US.
I wonder why 7-eleven lowered its US prepaid rate from 20 to 15 cents/minute, but hiked Canadian rate from 20 to 25 cents per minute.
The "fair" thing to do would be to increase all current balances by 25% (the equivalent of the rate hike). Then the rates would truly take effect moving forward.
If PCM keeps the same rates and the new Speak Out 25 cents / 45 cents are for sure, I will switch this site over to a PCM site (or at the very least recommend PCM over 7-Eleven on the front page of the site) and switch my account over.

I don't understand the logic behind this move. The current spectrum auction is supposed to encourage the creation of at least one new national carrier to compete with the incumbent three. That should drive rates down, not up, and make it even harder for SO to compete.
Also puzzling is...
1. Why SO and not PCM? If this came from 7-11 then they just shot themselves in the foot. If this came from Ztar or Rogers then it will soon apply also to 7-11.
2. Why no notice? Most people who have SO don't visit this site, nor do they tend to pick up new SO flyers at their 7-11 stores. They will find out only when they notice that their airtime is being gobbled up faster than usual.
3. Why the funny math with airtime? "Grossing up" new airtime credits so that they get used up at the same rate is confusing at best, especially to people who aren't good at math. Imagine trying to explain to someone who doesn't speak English well what is going on.
4. What happened to the 7-11/SO website? The US website has lost its Canadian content. The "new" website at https://www.speakout7eleven.ca/ says "from 20รยข" which was true before the rate increase and continues to be true (in a different way) with the rate increase. The website would also be a good place to explain the changes and how the "gross up" works, etc. but there's nothing there.
All-in-all a pretty dumb, poorly implemented and particularily unprofessional move by 7-11.

Agree. This is a very poor marketing decision. They raised the rate only for low denominations. But people who use those are infrequent users. I wonder how much extra revenue can they make from those users with the increased rate. However, this move made them less appealing to those who may want to switch to 7-11. So counting this, they may get a drop in revenue at the end.

It might have been an increase that will affect only the people who were going for the low denominations only to use them in case of emergency.
I mean if there is an emergency it dosen't matter if it's 20c or 90c. You are going to make the call.
They also know that people will continue to buy the 25$ for the most minimum spending for 365 days so it will be just profit.
If i'm not mistaken PCM won't increase their fare because currently their 20$ and 50$ has a validation of only 180 days.
But we will have to wait and see.
Did anyone thought of writing to 7-11 and see exactly why the price hike? I know alot of people pissed at Rogers for their new iPhone plans that are a total ripoff compared to the US, UK, and EU in general if it was them who forced the price hike
P.S. Btw, what happened with the people who had their 100$ applied before? did they received additional credit to make the rate as it is .20c?
That would suck for somebody to buy the 100$ this passed May if they didn't.

Hi, Looking over this site and wondering what is SO and what is PCM? Bottom line - I need to get a phone before the end of this week. The 7-11 deal seems pretty good. I want a camera phone and plan about 30-40 minutes of long distance calling over the next week (during my vacation). After that I really don't care because I don't even care if I keep the damn thing. Any suggestions??
