Which model RAZR?
New or refurbished?
Locked or unlocked?
CDMA or GSM?
Quadband or just 850/1900?
I've seen refurbed V3s that are unlocked, GSM and quadband for as low as $100. If 7-11's are new, unlocked and quadband then they're a bargain at $100, nevermind the bluetooth headset.
(Then again, they may have meant a CDMA phone that's locked to Virgin, in which case that's a big yawn 😉 )

The one she showed me was RAZR (the original - V3, I think)
She didn't mention that it was refurbished, so I'm guessing its new (aren't 7-11's phones always new??)
She didn't say whether it was unlocked/locked/GSM or CDMA but if their sold at a 7-11 wouldn't they have to work with 7-11's speakout wireless network (and for that they would have to be GSM)?
I bought a Rogers RAZR from Best Buy a week ago for $130 and that included a leather case which is usually around $20 and $10 in bonus activation airtime. So I figure alot of places are going to start offering the RAZR at around $100 now.

Not necessarily. 7-11 also sells phones that work on other prepaid plans, e.g. Virgin, that are CDMA. Those wouldn't work with SO.

Thats news to me.
I'll be near a 7-11 store later today so if I have the time I'll pop in and look. I'm pretty sure they sell Virgin prepaid.
In any case Virgin offers refurbed Moto V3c CDMA phones for $89 and PCM offers a thin Samsung m300 with Bluetooth for $99 so the offer you were told about is not out of the question.
