A locked phone means that only that particular provider's SIM card will work in that phone.
For instance, if you have a T-Mobile (USA provider) phone that's locked, only a T-Mobile SIM card will work with it. You will not be able to use another provider's (AT&T/Rogers)SIM card in that phone. If you do put in another SIM card, the phone's screen will say "SIM not valid", or another similar message.
