Get a Fido, Virgin, or Telus prepaid SIM card, pick the 416 number you like, and then port it over to Speakout. You have no choice when it comes to numbers from Speakout, and it is highly doubtful you would get a 416 number from Speakout's random selection. So you need to sign up for a carrier that still has 416 numbers, usually incumbent telcos, and port the number over.

I'd like to be able to do it as inexpensively as possible so can you let me know which plan would cost me the least amount? Also I'll be getting an AT&T iPhone and unlocking it to use with speakout or a Rogers one so will the SIM from Telus, Fido or Virgin even work in it? Shouldnt I be looking to get a SIM from Rogers or something?

I think you can get a FIDO sim for less than $5 on ebay. Virgin SIM cards are easier to get for $5 at any The Source (formerly Radio Shack) store. Telus has the best chance for getting a 416 number, from what I heard.
Before you buy anything, call each company's customer service line and see if they even have 416 numbers. You usually do not have to buy airtime to activate a prepaid account.
It is going to cost you money to get a 416 number. usually the cost of the SIM card though.
If you buy a modern iphone, one that does 3G, all these SIM cards will work. I would not really care if they work though unless you want to actually use the service. I thought your goal was to have a 416 number from Speakout. This is the only way to do it, unless you can buy a used Speakout SIM card which already has a 416 number.

Call their customer service , say you are not a customer yet, and ask them if they still have 416 numbers. If so, you can buy a SIM from them, and call them again to activate a prepaid service. If they want more money, just say you are going to buy the airtime at the store. Then port that number over once you get your 416 number.
