My phone is Speakout pay as you go in "Ottawa".

I have my summer job in Toronto for 4 months, if I arrive in Toronto , can I request to change my phone number to Toronto number , how much is this service?

And after 4months,I come back to Ottawa, do I allow to change the number to Ottawa (any Ottawa number is O.K.) How much is the fee?

One more question about Speakout: If I use Speakout phone Toronto number, when I call Pickering, Ajex, Whiteby, Oshawa, is/are they the local call?
