I just bought the Acer Z220 and activated the sim and confirmed the amount on it was $5.01. I made a single call to my home phone and hung up after the answering machine picked up. Checked the amount afterwards and it showed $4.71.

Does anybody have an explanation why they would deduct 30 cents instead of 25 cents?

No idea. I would give SpeakOut customer service a call. They are the only ones that can go into your account to see why you are being deducted more.
I know my local calls are still $0.25/minute.
