Okay, I think I know one reason they delayed the rollout of the data plans.
They knew that many of their UMB users would switch to something else, but they also probably had inside information from Rogers that everyone would be upping the price of their data plans significantly in a short period of time to conform with the wireless code of conduct. By waiting until all of the other rates are official they know not as many people will leave because there isn't any better option.
I can't believe that 1GB at Koodo used to be $20, and now it is $30. 3GB used to be $30 and now it is $70. I was planning to go to their $25 plan (which is now $30) and use less than 1GB to pay $45 which I thought was already too high. Now the same thing would cost me $60.
If speakout data plans are also rediculous, I will be going without internet on my phone and barely use it, or go with a tablet plan and pay $35/month for 5GB. Hopefully those plans stick around for a while.

I went with the Telus Pay as you go and switched to a post paid flex tablet plan. There were a few advantages to this. I got my phone for free in April because of a now expired $50 trade in your CDMA phone promotion, and bought their $50 LG A341 phone with it, so that cost me nothing. I had got $20 credit with that prepaid phone SIM. Next, I bought ten $25 prepaid Telus cards ($250) on ebay for $130, (best deal is now $180), and loaded up my account so that I got $270 on it in prepaid credit. Then I talked to Telus to switch to post paid, and transferred the pre paid balance to it. I then got the flex tablet plan
$5 up to 10 MB
$10 for up to 100 MB
$20 for up to 1 GB
$35 for up to 3 GB
$50 for up to 5 GB
I will probably go through less that 1 GB a month, so I am paying about $10 of my money for that.
There was a few downsides. One is time, it took 2 hours to get this to happen, so have a good speaker phone and something else to do while you are doing this. The credit card verification was a huge hassle also. Another minor issue is that you do not get rebated on the tax on your prepaid cards, so you are double taxed. Not a huge issue in my situation, but it is something to consider.

The Telus website says that they'll transfer over up to $100 to postpaid. How did you get them to transfer $270?
I switched from Telus prepaid to post paid a couple of weeks ago. The Telus CSR told me there was once a limitation on how much pre paid credit could be put on, but that limitation no longer exists. You can put in as much pre paid credit as you want. But can change again, of course. I would probably not load up on the credit, until you get a firm answer from the CSR.

This is getting a bit off topic, but I don't think it's far off to say that mobile pricing has been thrown for a loop because of the CRTC action.
Suddenly I feel as if I should be trying to secure more data at current rates before pricing gets worse. If I stay level headed though, I'll just keep my plan which is affordable to me and perhaps supplement it with a mobile internet or tablet plan for big data. The flex option for getting up to 5GB for only $35 is looking more attractive all the time. I should grab a plan before they start fiddling with that as well.

There is/was 3 ebay vendors selling them. They all have good feedback, and they have been selling them for a while.
From what I understand, these ebay vendors are in the business of unlocking and debranding of older phones, which they buy them in lots, and selling them as unlocked for a better price. Anyway, they bought lots of old stock Telus phones which came with packaged with $25 start up credits, which do not expire. Sadly Telus does not offer cards like this anymore, it is either a credit or a number on a receipt. But these old cards are valid, and it would be hard for Telus to invalidate them, because they have no legal leg to stand on. (No expiry date on them, nothing on the terms and conditions about transferring card to other accounts) My take is that Telus knows what is going on, and they are treating it as a promotional vehicle. There is only a finite amount of these cards in circulation, after all.
I can only go with my experience and say these cards are valid as of 3 weeks ago. I would also buy from a eBay vendor that has a good rating. After that, it is still a risk, but I would wager a manageable one.

Yeah that is a big one I failed to mention. You pick the wrong APN (the default APN) and you will get charged big time!
Here are the correct settings
APN: isp.telus.com
proxy: 74.49.0.18
port: 80
As for speed, it seems faster than Speakout. Skype works fine. I do not use a LTE SIM card, so I cannot comment on the LTE speed, but the 3G+ is fast enough for my purposes.
