Just in comparing INCOMING SMS to 7 Eleven:
Petro Canada: ALL incoming SMS are 5 cents.
7 Eleven: 5 cents local, 10 cents USA, 25 cents international
With 7 Eleven, an SMS to and from say Germany would cost you 50 cents (25 sent/25 receive) and with Petro Canada it would cost you 30 cents (25 sent/5 receive). With that 20 cents saved you can send AND receive 2 local SMS.
Bottom line. If you do ANY SMS internationally, Petro Canada is the cheapest.

Assuming that 5¢ on incoming SMS isn't a typo. Considering that PCM and SO rates are otherwise identical I wouldn't rule that out. So before I'd make a lot of use of international SMS I'd make sure that rate is indeed correct.
