Are incoming calls ever billed as long distance (i.e. When you are outside of your local area code)? I live in Alberta and was told that I can dial 780 and 587 as local numbers with my 780 area code. I was told that this is still the case when you are outside of your home area code, but I forgot to ask about incoming.

Is Petro Canada billed the same way as Speakout for outgoing and incoming calls? I was thinking about getting the unlimited plan. If I could supplement it with a local long distance number, then I think it would work good for me, since the vast majority of my calls are within my area code.
