You might try Virgin mobile. They charge 1 cent per KB. Rogers charge 5 cents per KB for on prepaid plans, and 3 cents per KB if you have a monthly plan.
Note: One page of Email or Web will be approx. 4 to 5 KB of data.

Be careful about downloading files, pictures, video's etc. as data charges can add up quickly.

If money is not an issue, you can get high speed internet via satellite for as little as $70.00 per month.
