As you probably know, the actual phone is worthless without a plan, and it's the plan where you are either traceable or untraceable.

Buy a pay-as-you-go plan, no id required.

Or if you somehow insist on buying a used phone, I'll sell you a nice Motorola for about $50.

It seems so. In many European countries you can no longer buy a phone or SIM anonymously. You now have to produce an identity card or passport. That's probably because of abuse by drug dealers, terrorists and the like.
