It is not actually true. Speak-out uses Rogers network so you can plug-in Rogers sim card but I have checked speak-out phone in Europe and it was not able to recognize European sim card.
So phone is locked to Rogers's network not to the provider!

A lot of SO phones are unlocked for North America but of course don't work in Europe. So this is probably unlocked if the person says so.

Yes bec North America uses GSM-850 and GSM-1900 frequencies. And Europe, Africa & Asia uses GSM-900 and GSM-1800 frequencies.
Unless the phone is a Quad band. Meaning it can handle all 4 frequencies then it can be used for N. America, Europe, Asia & Africa when it's unlocked.

I don't know what you are talking about, the phone will not work in Europe, but you can use it in North America, Unlocked means you can use it on any GSM carrier here. It is not quad band and I know for sure it will not work there.
