I'll add my two cents on this, as I usually do

This seller wants to provide a service, but says they are only able to provide limited details. What are they trying to hide? They want your money, but don't want to provide any details about themselves. A legit business would have no problem divulging who they are.

Secondly, they accept Paypal, but if something goes wrong, good luck getting your money back. Paypal will reimburse you if you paid for actual physical goods, and didn't receive them, but not services. That's the second red flag.

Lastly, as Peter has stated, NO advertising is allowed. Period.
