If the numbers are stored on the SIM card, then they will be transfered along with the SIM card.
If they are not, your options are (from easiest to hardest)
1. Transfer the numbers from being stored on the phone to the SIM card. You'll probably have to do this with each number.
2. Manually retype the numbers in your new phone
3. Get some software and the correct USB cable for both your phones and sync the phones up with a contact manager like Outlook. This option may not work with a lot of non-smartphones.

This works with a Moto KRZR K1 but I imagine it also works with the ROKR. When you set up the phone you can set a default to store entries in your SIM card rather than in the phone itself. If that's what you did then your numbers are in the SIM and you will move them to the Nokia when you move your SIM there.
If that's not your default, you can go through your phonebook entries, one by one, and set the option to store them in the SIM. (My SIM has space for 250 numbers.) Then when you move the SIM the numbers will transfer along with it.
There are other tools available but I'm not familiar with them. Moto's Phone Tools suite only works with Moto phones, so it can't move data to Nokia, however it may allow you to move your phone numbers from the ROKR's internal memory to your SIM more easily than the manual procedure I described.
