I have recently moved to Ottawa which is without a 7-Eleven store and only have a UK credit card. I'm looking for someone who would be willing to purchase airtime for me and I could pay them by Paypal?

Perhaps the Petro Canada plan would be more convenient for you. Their gas stations are everywhere. It's the same outfit that runs 7-Eleven's cellphone system and they are quite similar.
