I would like to purchase a Windows Lumia 640 LTE Unlocked phone from Microsoft but unfortunately they don't sell them in either Canada or USA. If I purchase the same phone from AT&T as a Go Phone and unlock it , will it work with SO Sim cards for voice and data?
Would SO cards allow LTE service on the phone in Canada or would the phone be limited to 2G and 3G because or Sim card design limitation?

If the phone you want to buy was activated in the USA on AT&T and it was sold to you then you can get in touch with AT&T in the USA and request it to be unlocked.
I bought a used iPhone last summer which was locked on AT&T. I sent them an email telling them the phone is in Canada now and was told how to go about unlocking it. They will want your IMEI number.
AT&T uses the same cellular system as Rogers and SO.

Just a caution. I would not assume what was good last summer is good now. I have no basis for that except for example T-mobile used to be very free with unlocking but they have tightened up and phones must be used on their network and have balances on account before they normally do this now.

After more investigation with AT&T, they refused to sell me the GOphone as I was in Canada. I then found the Lumina 640 GOphone by AT&T with unlocking data available on eBay for about $15 over the AT&T price.
This posting is to confirm that everything worked as planned with the purchase including the unlocking and the replacement of the supplied AT&T SIM card with the SO card. I currently am getting 4G Rogers service with the SO card using the Windows Lumina 640 LTE phone which by the way is a superb phone for the price. Check it out if you are looking for a new inexpensive phone.

Hi monk! I'm curious about the eBay unlocking service you found and what an SO card is. I am considering purchasing the AT&T 640 go phone. It's for sale for $40 right now and looks to be a superb phone for a cheap price, but I wondered if it can be unlocked and used with Telus. Can you share any information?

Purchasing the locked AT&T 640 LTE for $40 is a good deal if the phone is new and hasn't been activated on the ATT Go phone network. If it has been activated ATT will not give you the unlocking code till it has been in service for 6 months.
Who is selling the phone and why? If a private sale , was it activated by ATT and when? If a store is selling it to you , have them give you the unlock code.
There are a number of vendors on eBay selling the phone . As long as it's new, unregistered and they supply the unlock code you should be fine. The ATT go phones have the Denim software with Windows 8.1. The European versions are somewhat older and have older software I'm told.
The phones will work on the Telus network If you but a Telus SIM card. The SO card I referred to is a Speak Out card.
It's a great phone for the price. I'm happy with it.
