My phone indicates 3G or 4G but I'm not able to browse the net at all. I've turned airplane mode on then off but still nothing. Any ideas?

don't expect much help with such kind of question. You are better off paying full service and get instore help rather than using cheap all DIY SO.
We are here to help, but you need to give us much more info than 'hey this doesn't work, whats up' ?

Well I'll provide more info
I have the correct apn settings, my sim card is a micro-sim cut down, my lumia is a roger's phone so it's not unlocked. Browsing on this phone is incredibly slow and at times will not even load pages at all. I hope that offers more info regarding my issue.

so can you or can you not ? slow != not. If you can browse(even it is slow), it means something is wrong with your phone or your particular area which for a new phone like this, hard to help.
i would say isolate the problem and borrow a friend's android and see if it works first.
