In an extremely limited way, you could use the C3 with Wind. But you would be using the Rogers network, and pay through the nose.
The C3 should work with any carrier that uses the Rogers network, like Chatr, Petro Canada, Good2go, Fido, Rogers, and Sears
It will not work on the Bell/Telus network.

I don't know if Speak Out-locked C3's are any different than Rogers-locked C3's, but I purchased a Rogers Nokia C3, and I use my Speak Out SIM in it. A few weeks ago, I bought an unlock code from http://www.cellunlocker.net for $7.99 US, and it worked perfectly.
Even though Speak Out phones use the Rogers network, I don't know if that implies that the unlocking codes/methods would be the same.

I was able to unlock my Nokia C3 by e-mailing as per the instructions below. The whole procedure worked flawlessly. I then was able to purchase a Sim card from Roam Mobility and use my phone in the US.
The cost to unlock your SpeakOut Nokia phones is $25 each, which will be
deducted from your account balance.If you would like to proceed with the unlocking of your SpeakOut phones,
please send your request to customercare@ztarmobile.com.
In your email, please include the following info:
- Handset Model
- Handset IMEI (taken directly from the handset itself, and which is listed
on the Nokia sticker under the battery)
- Confirmation that you are aware there is a $25 fee for the unlock code,
which will be taken directly from your SpeakOut account balance.
You will be sent a reply email containing the unlock code and instructions

I'm not willing to spend $25/phone to unlock each phone (it takes them about 5 minutes to read your request, look up your unlock code and email it back to you. That works out to $300/hour. Too muck like a lawyer rip off price in my opinion. I told them I would pay them $5/phone and that's it). I buy extras all the time, just in case one craps out. Which I've had happen with 2 already. Not worth the money to keep unlocking new phones over and over again when they die.
I have 2 spare phones that I had bought a long time ago that are unlocked. I'll use those with Roam mobile. Going to get my SIM cards tomorrow. And while I'm in the US using my Roam mobility, I'll be looking at getting some extra spare unlocked phones at a way cheaper price!!!
