Can you receive bank SMSs with SpeakOut service?

I've never received bank SMS alerts from my bank. Does SpeakOut block those text messages?

Short codes are not supported by SpeakOut. From the official site:

“Can I send messages to text message short codes? Do I even know what this means?”

“No. This service is not available from SpeakOut. Short codes are commonly used to access voting services and mobile services, etc.”

Yes, I know I can't send short code messages, but I concern about why I can't receive short code messages which send by bank?

You can not send (or receive) short codes when using SpeakOut. Short codes are not supported by SpeakOut.
