"Carrier Settings Update" - What's Going On?

Well, I turned on my iPhone today, and I'm asked the following question:
"Carrier Settings Update:
New settings are available. Would you like to update them now?"

What's that about?
Is that 7-11 adding new restrictions to our carrier service, or are those just updates that help it work better?

I've never seen this before, just worried about what might happen if I update.

I assume you are using iOS 6.x? This is normal, from time to time Rogers updates it's carrier profile for the iPhone. If you look at General -> About -> Carrier, you will see 'Rogers 13.0' (or 'Rogers 12.0' if you are running iOS 5.x). The update will bring it to 13.1. You can get more details here:

SpeakOut does not sell iPhones, and therefore does not support an iPhone.

I updated and everything seems to be working fine. That is the same as it was before the update.

so it is probably about how the communication module should deal with the tower that is at a lower level than the APN stuff, as espresso suggested.
