As many of you know, SpeakOut and Petro-Canada Mobility do not support the short code for Apple's FaceTime and iMessage registration. Turning these features on and off never give you a successful registration of your phone number. This is okay if everyone you deal with only uses your e-mail addresses, but if you want your phone number to work as well, try these steps.
Pre-requisite: First you need to have a jailbroken iPhone because you need to modify some files on your iPhone.
- Modify /System/Library/Carrier Bundles/iPhone/Rogers_ca.bundle/carrier.plist
- Modify PhoneNumberRegistrationGatewayAddress 28818773 or 49988 to +011447786205094
- Set: Settings->Messages->iMessage->OFF
- Set: Settings->FaceTime->FaceTime->OFF
- Reboot
- Set: Settings->Messages->iMessage->ON
- Set: Settings->FaceTime->FaceTime->ON
Shortly, you will see that your phone number is registered to FaceTime and iMessage.
This works for me and I didn't seem to be charged for those two international text messages.
Please note that even though you have the phone number registered, iMessage still does not work using UMB because of the ports it uses. This is only helpful when you are on wifi.

though it seems that facetime/imessage activation does work given enough time. i turn it on yesterday on my new 4s and today, it seems to have been activated.
Just FYI but still good to know that there are alternatives if it doesn't work.

Yes, it looks like the short code works sometimes for a short period of time. This method can be used when the short code does not work.

After I changed it so Facetimes and iMessage activated
However now carrier is "Not Available" and appears Carrier update so I tried to update but nothing happen so that message will pop up once awhile

I got it active with my number however I rebooted my phone then it's gone so I can do imessage with email online
I didn't even know how I got it work with my numbers
I got it verifying my numbers error a few times and I got it verified done but did not last long LOL

Ya, I think so. I texted someone on while on WIFI and it was sent as a imessage.
Rebooted, still there.

I tried the workaround and although it appears to activate imessage and facetime, others are still unable to imessage me to my phone number, they can only use my email. Can anyone confirm? Is there a way activate the phone number?

I think you can only active with email at this time only. Last time, I used SAM but got my numbers activated but verifying got error
I rebooted and my numbers gone

This is the method I have used and continue to use (I swap SIMs for the US) and has been working well.

Finally I got my speakout numbers work with iMessage. It shows my speakout numbers not my email

You need iFile, you can download from Cydia
Open iFile
Look for carrier bundle
Modify /System/Library/Carrier Bundles/iPhone/Rogers_ca.bundle/carrier.plist

I can active iMessage with Chatr, Petro, and Speakout

I am sorry cause I did not use SO 3G so I did not have hotspot on my iPhone

I tried this, but couldn't get it to work. Iphone 4, 5.1.1, jailbroken. Updated the plist file, rebooted, and Facetime seemed to activate though no phone number is listed. Imessaging would not even turn on...the slider kept flipping to the off position. Finally I restored the original plist file and I can turn on imessage, but again no phone number.
Any suggestions?

well you need follow the instruction correctly which I did and it worked for me
if you won't able to to active with SO numbers you still can use with apple id
