Is the S2 locked? If it is locked to any carrier other than Rogers, you need to unlock the phone for it to work with Speakout.
If you are using an unlocked or Rogers phone, you have to activate the SIM card. Talking to a Speakout representative will activate your card and get you a phone number. Fortunately that does not cost you any money other than the cost of the SIM card. With a zero balance on your activated SIM card, you can call 611, and receive text messages. I believe you have around 30 days to put in money before the SIM gets deactivated. So do not rush putting money in until you can get 611 and incoming text messages working.
If that does not work, see if you can find another Rogers or unlocked phone, and see if the SIM works on that. If you still have problems, there is a small chance the SIM was not properly registered or is defective.

you can see 3 bar means it is connecting to the network, so not to worry about locking as you would see a prompt instead.
have you called their 1-877 to activate the SIM ? You cannot activate it from the cell. The first time activation must be done using other means(online or 1-877 on the package).

AFAIK, you don't need any code to be sent to the phone. I have activate two lines on the basic 1661/c3 phone and later switched to iphone/android and they work just fine. what they sent may be basic APN settings which can always be entered manually.
All that is important is the SIM is recognized by the network(i.e. registered)
