Unless the carrier is Rogers, your Speakout SIM will not work on a locked iPhone. An iPhone seems to be a relatively easy phone to unlock, usually under $20.
Never pay anybody to unlock your iPhone. Jailbreaks and unlocks are available for free and are usually very easy to apply. Unfortunately there is NO jailbreak or unlock available for the 4S model.

I use a Rogers locked iPhone 4S with speakout. Works great.
I agree that there is no current unlock for the 4S (iOS 5 and new base bands no one has seen before), however it has been jailbroken. I wouldn't recommend jailbreaking unless you are comfortable with it. Many iPhones have been "bricked" by people not fully understanding how to complete the jailbreak. I would suggest a lot of reading before you try. Worst case is bricking it and having to pay $20 to someone to un-brick it if you can't do it yourself.

There is a Jailbreak for iPhone 4, not the iPhone 4s. Should be out in a few weeks though.
You are correct though that Jailbreaking should only be done by those that fully understand it and that are willing to stay on top of the technology. The playing field is constantly changing and one wrong move can leave you with a useless phone, especially if you are going to rely on a carrier unlock.

Hi,
Just to share some weirdness...I was able to activate my Iphone 4 locked to AT&T using my cut down Speakout sim by
1) Upgrading to 5.0.1 firmware
2) Downgrading to 4.3 or 4.3.5 firmware
3) Activate through itunes
Currently running 4.3.5 firmware with 04.11.08 baseband with Speakout on my AT&T iphone. Does not work with my Fido locked Iphone 4, so it maybe a confusion between Speakout Canada and Speakout US (on AT&T). I have not tested data though.
Good luck!
