Have iphone 3GS... with web browsing plan.
I turn on 3G mode, get the 3G connection letters in the status bar.... I can surf with 3G turned on, I can send and receive emails with 3G on, I can receive phone calls with 3G on, but half the time I can not make a phone call with 3G on... I have to switch to Edge mode, wait for the "E" in the status bar, and then make a call.
When it doesn't work it just makes two beeps on the line and hangs up, screen has button to recall or cancel.
Any solutions? If 3G signal is not strong enough, would it not automatically switch to E mode?

Really nothing you can do about it as the problem is not on your phone, but with the particular Speakout network you are accessing. I had the same problem when Speakout first went 3G, but at some point someone must have flipped a switch and I could suddenly dial out while on 3G. As for Speakout resolving this issue? I wouldn't hold your breath as Speakout doesn't currently offer 3G phones or service (officially) so I don't see them doing anything to enhance that service. If your phone is jailbroken, I'd consider installing SBSettings and the 3G toggle to you can flip it on and of very quickly.

This is one of the many threads I found similar to your problem:
