The phone is locked. Speakout can give you the unlock code for $25. The Speakout Nokia 2730 is not the same as a Rogers Nokia 2720 phones because the unlock codes are different. That their respective SIM card are cross compatible to each carrier's phones means little to whether the phone is locked or not.

thought we had a unlocked phone after doing the test, but then realized we had just put a SO sim card (from a definite unlocked) into a phone registered to the rogers which allegdly no test 'cause SO uses the Rogers network !

The Speakout Nokia 2720 is likely locked. Even when locked, the 2730 will work with Rogers, and should work with Fido, though I am not 100% on Fido. Even when unlocked, the Nokia 2720 will never work on the Bell or Telus network because that network only supports 3G phones, and the Nokia 2720 is 2G GSM phone.
