That is a good question. I do not believe it matters, because any of the advantages of LTE has would not translate well to unlimited mobile browsing. (LTE is fast now, because not many use LTE currently) In any case, I would guess any Rogers LTE phone would work, though likely in 3G mode.
I might add, if the telcos had their way, they would put everyone on LTE if they could. Much more efficient with the spectrum.

Hi guys, I have a Redmi 2 4G phone, it said it works on Networks:
FDD-LTE (B3/7/8) (1800/2600/900)
WCDMA (B1/8) (2100/900)
GSM (B3/8) (900/1800)
When I put my Speakout SIM in it, it recognize the SIM, can see Speakout name, and my phone number too; BUT "No Service". I don't know exactly what is Speakout's Network; will it match one of the above?
Anyway, with the above Network, Speakout just won't work. Does anyone know what is Speakout's Network?

Wow, I do not think I ever saw a phone that was so unfriendly to North American bands as this one. From the bands you quoted, none of these will work with Speakout, this phone appear not to even support quad band GSM! You might want to try putting the Speakout SIM in the other SIM socket and see what happens.
As iamdrumming said, SpeakOut uses the 850/1900 frequencies, on 2G GSM and 3G.
I took a look at GSM arena, and there does appear to be a version of the Redmi 2 phone that is Speakout friendly http://www.gsmarena.com/xiaomi.....2-6884.php though I am not sure if your version is.
