I have been using my SpeakOut without problems on an LG phone for 8 years. (Voice and sms text only, no data. Android 7.) Recently got a Samsung A15 5G, latest Android. Voice calling works fine but receiving SMS is dodgy. Often they are 2 or 3 days late and come in big bunches. It works fine at first then starts to bog down. The connection is consistently full strength. The SMS messages send with no trouble.
What I have tried: the sim was 10 years old old so I replaced it, retaining the same phone number. Same problem. Tried the sim in an older Samsung S9+. It seems to have the same problem. Bought a new sim with a new number. It seems to work fine on both Samsungs (and the old LG.) However, I have not used it extensively. It is possible it would act up with time. So far I test it daily and it works.
I have reset the network, cleared the message app cache, tried a different message app, explored the APN settings, but I don't think they pertain to SMS. There is a setting pertaining to GSM/HSPA/LTE autoconnect. I wondered if I should select GSM/HSPA autoconnect, since S.O. doesn't support LTE. Perhaps the Samsung is getting tripped up, while the LG is so old, it has no trouble with SpeakOut's older HSPA+.
I wondered if the two Speakout phone numbers live on different frequency bands, since they are 10 years apart. At this point that is the only difference: my 10 year old phone number doesn't work on the Samsung A15, my new one does.
Another thought I had was regarding the IMEI - the new phone number sim is registered to the IMEI of the new phone in the SpeakOut account. Is that why it works while the 10 year old number which is registered to the LG's IMEI does not?

No one bothered replying to you since this forum is deadsville, so I asked ChatGPT to provide an answer for you:

It seems like you're dealing with an issue that could be related to the network's handling of SMS with newer devices or some aspect of how your older phone number is associated with the network. Here are a few thoughts based on what you’ve already tried:

GSM/HSPA vs. LTE: Since SpeakOut doesn’t support LTE, switching the connection to GSM/HSPA autoconnect might help stabilize SMS delivery. This would prevent the phone from attempting to use LTE for any SMS-related tasks, which could be contributing to the delay.

IMEI registration: Your observation about the IMEI registration could be a factor. Some carriers, including SpeakOut, might tie the phone number to the IMEI for optimal service. When you use a new SIM with a new number, it's registered to the new device's IMEI, which could explain why SMS works fine in that case. Try contacting SpeakOut support to ensure your old number is associated with the correct IMEI of your new phone.

Frequency Bands: It's possible that your old number is being handled on different bands, but this typically wouldn’t affect SMS unless there’s a significant compatibility issue between your phone and the network’s frequency handling. This is less likely but worth confirming with SpeakOut customer support to check if there are differences between the frequency bands used for old vs. new numbers.

Network congestion or backend settings: Since your older number works fine on the LG, there could be something specific about how SpeakOut handles SMS with older numbers on newer devices. You may want to escalate the issue with SpeakOut to have them check their network settings for your account and phone number, ensuring they match the new device's capabilities.

You’ve already done a lot of troubleshooting, so these additional steps should help narrow down the root cause.

Wow, thanks. I hadn't considered using ChatGPT. The answers are a bit circular, but I'm going to pursue the GSM/HSPA idea. I suspect if I went to Speakout about it, they'd just say to use a phone they sell.
