I bought a rogers branded Optimus L3 e400, rooted it and installed Android 4.0.

Prior to the ICS upgrade, phone worked, registered as speakout, texting worked, apps worked on Wifi, but Data did not work.

After upgrading to Android 4 the phone does not register as speakout, phone/txt does not work, wifi does not work, data does not work. But the phone appears otherwise to work, apps are there, can go into and change settings, superuser access is there, it doesn't appear to be bricked, just after the upgrade it doesn't seem to work as speakout. Has anyone encountered this before?

If I were to guess, you got yourself a bad flash, or you flashed the wrong version. See if you can flash back to the original ROM, and if it works, look for a more compatible version ROM.

I have had good results flashing to a 3rd party ROM, which wiped out all the Rogers branding, and then reflashed to a stock, debranded version. I had to re enter the APN settings, but after that, everything worked.

Does the phone (with ICS) work on Rogers still?

I had a similar problem when I rooted and installed CyanogenMod on my Telus Motorola Milestone. It wouldn't work on Telus after the upgrade until I loaded the Telus "baseband" config file. Could that be your problem?
