I am looking for a phone in the 200-250 range to replace my old GPS (no need for data plan or wifi) and a keyboard for typing. I originally thought the HTC desire will be a good fit due to the many positive reviews on it. When I try this phone and turn on the GPS receiver outside on a clear day, it doesn't seem to be able to lock in signal. It seems to be able to lock in signal only with wifi or data. Any suggestions on phones? I prefer to stay with an andriod device if possible.

You have to wait as long as 15 minutes to get a satellite lock on some of these phone GPSes without assistance. I know Walmart is selling a Bell branded galaxy 550 for $68 now, which would have all what you want, sadly, it's gps is a bit slow also.
The other option is a bluetooth gps, EBay has some Nokias for about $30. They are fast to fine the satellites.

Pretty sure smartphones require data to make gps correctly. Just tried disabling data on my iPhone and firing up Navigon gps. It couldn't find my location.

Andreww – you need data/wifi connection to download the maps but not to acquire your gps location. For example, if you were in London, and opened Google Maps via wifi at your hotel and cached the map areas of London you were going to that day, then when you went out and had no data connection, google maps would still locate you on the map. Go outside the area you had cached and you would get the gray blank screen with a blue gps dot.
Alternatively, if you have an map app such as CityMaps2Go that stored maps locally on the phone, you don't need to pre-cache your location or have a data connection.
Enough about iphone/gps/maps… back to the original question…obviously I have an iphone so can't help ..…
Maybe this article on android phones with keyboards would help narrow your choices…
