Contrary to Speakout 711 claims, the SIM card currently issued by them cannot be used in any GSM phone. My Samsung B2100 would not and Speakout were particularly unhelpful in trying to resolve the problem.
Further research suggests that there are similar problems with this phone and the Rogers 4000 type SIM (but not with the older 3040 type).

I have not seen this phone used by any other North American carrier, so I am going to blame the phone, not the carrier. I will recommend people do not use Speakout SIM cards on cheap Chinese phones either, it might work, but results will be dismal.
Speakout only supports the phones it sells. They have no way to support the crap some vendors try to pass off as a cell phone. If the GSM phone is carried by some other North American cellular carrier, the chances are very good that once the phone is unlocked, it should work with Speakout SIM cards.
