if i get a iphone to use with speak out, does it have to be unlocked?

i looked through the fourms and found out how to get internet to work on it but found nothing about if i have to buy a already unlocked one.

It doesn't need to be unlocked. If it's locked to Rogers, then it will work with SpeakOut.

what if it is unlocked or locked to a different carrier, will it still work?

An unlocked iphone should work with your Speakout SIM. If it is locked to another carrier, you have to find a way to unlock it to get the Speakout SIM working. As already said, locked Rogers phones should work with your Speakout SIM
