Just some info
I just bought a Speakout Nokia 1661 from 7-eleven and found it is locked.
That means:
- Speakout sim card works on the phone (of course 🙂
- Fido sim card does NOT work on the phone (tested not work)
- PetroCanada sim card works on the phone (tested work)
- Rogers sim card works on the phone (not tested but should work)

The only was is to try a sim from a different provider such as Fido, or one of the American providers (AT & T/T-Mobile). That is the only way to see if a phone is locked or not. As posted above, Rogers sims will work in a locked SpeakOut phone.

You could take it to a small, independent phone shop and ask them to test it. They're likely to have non-Rogers SIMs with which to test. They may also be able to offer you an inexpensive unlock if you want to do that.
Otherwise you'll just have to live with the suspense of not knowing 😉
