Talkatone on wifi works perfectly fine, of course.

But when I'm outside on the streets, it does not work - is this true with anyone else? I have a Nexus 4.

SO UMB only allows TCP ports 80 & 443. Talkatone, like other voice over ip apps, uses a bunch of other ports so it will not work.
