So is there a way to configure it so that the images aren't in such horribly compressed quality? I don't mind some artifacts or pixelation but the images are compressed to such a degree (It looks even worse than 0 jpeg quality) that it's not even viewable. The text for sure can't be read.

It even affects Google Maps and I'm pretty sure they use vectors too.

Use HTTPS if you can. The Rogers proxy cannot modify encrypted traffic.
