Try Ebay. That's where I got my latest phone.
Just make sure you do a google search on the phone you're interested in so you'll know for sure if it can do what you want. You may even try to download the instructional manual from the manufacturer's website just to make sure the phone can use mp3s as ringtones.

I think this is just a Rogers thing. Do you know if I buy an unlocked phone, if it will make the difference?
There are two issues here:
1. Locking. This restricts the carriers on which the phone will work to Rogers and its roaming partners.
2. Branding. This restricts the subset of phone's features that the carrier allows you to use.
ISTM the issue here is branding. Robbers wants you to buy ringtones from them rather than use your own. You need an unbranded phone. Sources for such include puremobile.ca. I don't know if it's possible to debrand a phone yourself. In some cases it may be as easy as loading new firmware but that depends on the make and model of phone.
