I'm currently with Koodo and I'm thinking of switching to SpeakOut. I'm just wondering if my unlocked Samsung Galaxy Ace will function on the SpeakOut network.

If your phone is able to operate on the 850/1900 GSM bands, then it should work. The SpeakOut network uses is the Rogers network. Keep in mind that SpeakOut does not offer a full fledged data plan, only an unlimited browsing plan.

Are there workarounds to get full fledged data?

Get a data plan from another provider if you are looking for data! Unless Rogers again drops the ball with the proxy, you will have to accept the limitations of the proxy, or go somewhere else for your data.
