That's true.
I know that Speak Out in the USA recently decreased their airtime rate to $0.15/minute (well before the 911 fee went up). That is a flat rate for local calls as well as long distance). I personally think that they increased the 911 fee to offset the airtime rate, because they knew they messed up by offering it too low.
