647/416 and 519/226 area codes question

Okay, so according to the calling grid, these two areas have codes that overlap.

Does this mean that calls between these area codes, roaming within these area codes are billed as local calls? What if someone from Toronto were to call my 519 number while I'm in Toronto? Would they pay long-distance? What about if they were to call my 519 number while I was in Guelph?

If this were to work out the same as one giant area code I would so so happy.

You can call from your SO phone to any of these ACs, including 905/???, as local calls. You can also receive calls at the local rate. Other SO/PCM users can call you within all those ACs and it's a local call to them.

But when the caller uses some other phone service they'll have to pay LD to reach you outside your AC.

Just treat a 647 number as a 416 number. They are exactly the same.
