I have a Nokia 2760 SO and I accidentally let the battery run down on a busy week. Now, I plug it into the charger, and the battery charging indicator animation displays on the LED. But it just stays like that. It does not appear to reach a full charge, even after leaving it for days. If I take it off the charger, the phone will not turn on. It will only power up when plugged in, and it continues to charge.

What can I do? Is the battery toast?

Yes.

This is likely the result of Reverse charging, "When multiple batteries are used in series in a device. When one battery completely discharges ahead of the rest, the other batteries in series may force the discharged battery to discharge to below zero voltage." Although your phone has only one battery, it's composed of several cells in series. Each Li-Ion cell typically produces ~1.2V so a battery that produces a nominal 3.7V is made from 3 cells, one of which is now dead.

I'd recommend Ebay.

You can try going to a Rogers store, they MIGHT sell batteries for that Nokia (since Nokia uses that battery on many phones, not just the speakout ones), but batteries usually cost an arm and a leg from cellphone stores.

But you can buy one cheap on Ebay. I recently bought one for my phone (not a Nokia), and it cost me around $5, including shipping.
